Barbara Williams

Barbara L. Williams - Program Manager

Barbara Williams is the Program Manager for the Native Diversification Network Procurement Technical Assistant Center (NDN-PTAC).

She was employed as a Procurement Specialist in the American Indian Procurement Technical Assistance Program (PTAP) for 10 years.

She served as the Board Secretary of the American Indian Chamber of Commerce of South Carolina for 6 years.

In addition to her degrees of Bachelor and Master of Business Administration from Columbus University, she has attained specialized professional designations which include:

  • Certified Member of the Alliance of Supplier Diversity Professionals
  • Certified Proctor for the Center for Veterans Enterprise Federal Contractor Certification Program
  • Certified Counselor of the Veterans Affairs (VA) Verification Program
  • Associate Contracting Assistance Specialist in the Association of Procurement Technical Assistance Centers (APTAC).

Other education and previous experience that help her to serve the needs of small business includes her work with Regions Financial Corporation as a Corporate Loan Originator/Processor, and with the U.S Department of Commerce, Bureau of the Census, as a Field Operations Supervisor.

Additionally, and maybe more importantly, Barbara’s ownership and management of a construction and drywall business for 20 years gives her the capability to directly relate to the plight of the small business owner in all areas of business management, finance, accounting and marketing.

Jeanne Turner

Jeanne Turner has served in the capacity of Senior Procurement Specialist in the American Indian Procurement Technical Assistance Program from February 2001 to the present after retiring from federal government civil service. Over a span of 34 years of government service, she served in positions that included areas of management, purchasing and contracting, contracts administration, quality control, supply distribution and inventory management. Other capacities in which she served included SBA Regional Coordinator for Women Owned Businesses and SBA Procurement Center Representative (PCR)—both of which included responsibilities over an 8-state coverage area.

As a PCR, she was responsible for counseling and acting as an advocate for small business and for reviewing and investigating the contracting activities of various civil and Department of Defense agencies to assure compliance with the Small Business Act. These agencies included General Services Administration (Georgia & Washington, DC), Centers for Disease Control, Ft. McPherson and Federal Aviation Administration (Georgia), Anniston Army Depot, Gunter AFB and Army Corps of Engineers (Alabama) Keesler AFB (Mississippi), and others as directed.

Last, but not least, having owned her own small business, she is knowledgeable of the obstacles that small businesses face each day. This knowledge, along with government contracting experience, assists her in identifying the needs of the small businesses with whom she works.

Chris Corneius

Chris Cornelius - Procurement Specialist

Chris’ career has been widely varied and includes... over 5 years of experience working and consulting with tribes, tribal and individual owned Native owned businesses, federal and state governments, and other private industry businesses; as well as, over 20 years of experience working with various departments within the Oneida Nation of Wisconsin.

Her background includes areas of supervision, administration, marketing, program coordination, and procurement counseling.

Some of the specific entities with which she has worked include:

  • Wisconsin Department of Transportation (WisDOT)
  • Wisconsin DOT Inter-Tribal Task Force
  • US Army & US Army Reserves (8-yr Staff Sergeant and Reservist)
  • The American Indian Procurement Technical Assistance Program
  • The Wisconsin American Indian Chamber of Commerce
  • OTIE, A Tribal Owned Prime Contractor
  • First American Capital Corporation

Chris holds a degree in Supervisory Management. She also holds a certification as a Contracting Assistance Specialist (CAS) under the National Association of Procurement Technical Assistance Centers (APTAC), and she is a certified Verification Counselor for the US Dept. of Veterans Affairs Verification Assistance Program.

Chris is an enrolled member of the Oneida Nation of Wisconsin.

Matt Novick

Matt Novick - Procurement Specialist

Over a span of approximately 34 years, Matt Novick served in various high level positions within the federal government including offices of the Secretary of Defense, Secretary of Interior, Environmental Protection Agency and the USDA Agricultural Marketing Service. Nominated by President Reagan and confirmed by the U.S. Senate, Matt also served as Inspector General of the Environmental Protection Agency. In addition, under the Reagan administration, he was appointed as a voting member of the President’s Council on Integrity and Efficiency. Throughout his federal service career, Matt received "Sustained Superior Performance" ratings.

After retirement from federal service, Matt began working with tribes and Alaska Native Corporations (ANCs) using his skills in the areas of business development, marketing, budgeting, auditing, financial management, and government procurement and contract management. Some of the positions held in Indian Country include:

  • Chief Operating Officer for Operations with Penobscot Health Services, LLC, a subsidiary of Penobscot Indian Nation Enterprises (PINE);
  • Inspector General for PINE;
  • Chief Operating Officer and advisor to the President of Goldbelt-Cedar, LLC, an Alaska Native Corporation; and,
  • Managing Officer and founder of two successful tribally-owned 8(a) enterprises for the Choctaw Nation of Oklahoma.

    Education: Benjamin Franklin University, Washington, DC, in June 1963 with a B.S. Degree in Accounting; Post graduate one year residency program at the Industrial College of the Armed Forces.


Marjorie Villebrun

Marjorie is the Administrative Assistant for the NDN-PTAC.

She has several years of experience in her field and is an integral part of the PTAC.

Her skills include friendly and courteous customer service, team building, event planning, budgets, reports, general office duties, etc..

Some of Marjorie’s experience comes from working with various agencies within the Bois Forte Tribal Government.

She also attended the Mesabi Range Community and Technical College in Virginia, MN.

Marjorie is an enrolled member of the Bois Forte Band of Chippewa.
